They're not just symbols sets or graphics.ĬC3 literally has official content and support for doing dedicated starship deckplans. It's also worth pointing out that the Cartographers Annuals almost always add functionality to the program as well. That's more content than 99.9% of people are ever going to need. I honestly have no idea why anyone would buy the entire program, all it's addons, and all the Cartographers Annuals. Sure, but it's also the most versatile map making program out there and does things no other map maker on the market does, or does as well.
It is a steep learning curve, but frankly, so is Photoshop or GIMP if you're going into those with no experience in those types of programs either. The workflow makes a great deal of sense once you learn it. It's nothing to do with "tough shit figure it out" design and everything to do with the fact that CC3 is literally a vector CAD program, not a graphics program or a tile editing program. The learning curve is steep, but that's more because the vast majority of people aren't used to a CAD workflow.
